Vietnam's Ministry of Health confirmed on July 2 that health declaration requirements for travelers entering and leaving the country, which took effect July 1, are not mandatory for every passenger. The clarification came one day after the regulations entered force, per VnExpress International.

What the statement didn't say is who does need to file. Until the ministry publishes which traveler categories are covered, anyone crossing into or out of Vietnam has no way to know in advance whether the requirement applies to them.
