Most foreigners get around by motorbike, and police do stop foreigners — especially near the beach and the bridges. Riding without a valid licence (an IDP with your home licence, or a Vietnamese licence) usually voids your travel insurance if you crash.
What to do
Carry a valid licence + your passport, always wear a helmet, and never ride hands-free or after drinking — fines and bike confiscation are real.
